Start ASAP on the Visa application. Because this mission covers 3 countries, you will need a Visa for all three places, and it is a pretty lengthy and intense process. For the Latvian Visa, a notary must accompany you to the doctor's appointment and notarize the doctor's signature affirming a chest x-ray that there is no tuberculosis present. You will also need an FBI background check for the Estonian portion.

Missionaries can wait to purchase coats there if not arriving in a winter month. Thermal garments are a very nice thing to have there, as well as Wool trousers or thicker pants. Consider a heated vest.
Sisters: purchase fleece lined tights before leaving.
Make sure you send clothing that can be layered, as that is very helpful on the coldest of days.
Purchase warm, waterproof shoes before leaving. Blundstone makes a thermal boot that holds up well. Wear wool socks.
Send missionaries with a credit card for purchases there.
