The summer is blazing hot, so short sleeved Serve shirts for Elders and light weight dresses for the sisters. The winter gets cooler, but a long sleeved shirt with a sweater over it is fine. For important meetings like meeting with the mission president or church are the only times a suit coat is worn. There is a pretty even split with walking, biking, and driving.
