While it is mostly warm and hot, the ocean breeze can make it feel chilly as well. It doesn’t rain a lot, but when it does, it really rains and the streets get flooded.

You WALK everywhere. You can walk 10+ miles a day up bumpy dirt hills. You need good quality shoes.
Elders: pretty much all the good shoes mentioned anywhere. Missionaries prefer more of a hiking shoe or boot, though, and save regular dress shoes for church and conferences. ECCO Track 25, Johnston & Murphy, Dr. Martens Reeder Oxford, Cole Haans, and Florsheim Forecast have all been recommended. Waterproof is best for the times it does rain.
Sisters: Docs shoes and Chelsea boot are the most recommended.

Because it can get cold, a 3-in-1 jacket with a zip out liner is recommended. You don’t need a heavy duty warm coat. Thin gloves at most.
You will want a rain jacket.
Elders: some 1/4 zip sweaters and puffer vests are well liked.
You only wear suits to conferences, so just get a washable cheaper one.
3/4 of shirts should be short sleeved and 1/4 long.

You will need an umbrella.

The UV index is high here, so sunscreen is important.

With all the heavy walking up hills, missionaries prefer to ditch a side or sling bag in favor of a backpack. It doesn’t need to be large, just big enough to fit Preach My Gospel, a couple copies of The Book of Mormon, pamphlets and a water bottle.

Things missionaries are grateful to have brought:
Multitool, duct tape, paracord, moleskin for blisters, a dog deterrent, ear plugs and facemask if light sleeper, and a foldable Bluetooth keyboard.

Some prefer to also bring extra travel sheets or a sleep sack for exchanges.

Some of the mattresses are a little old, so a waterproof mattress cover is nice.

Serve shirts have a ventilation panel in the side of the shirt making them noticeably more breathable. Missionaries serving in hot or humid places absolutely RAVE about this feature. The most popular shirt for hot-climate missions, for sure.
